Our Mission

Founded in September 2013, Xodus III Community Development Corporation (Xodus III CDC) is a faith-based, 501(c)(3) nonprofit organization committed to restoring hope and strengthening lives in the Norfolk area. Guided by timeless principles of compassion, service, and stewardship, our mission is to revitalize neighborhoods through resident empowerment, public improvement, community development, education, and employment opportunities.
Central to our work is the elimination of hunger in the Norfolk community. Through our food pantry and related outreach programs, we provide residents in need with consistent access to healthy, nutritious food; education on the value of proper nutrition; and supportive services that promote self-sufficiency and long-term stability. Our approach recognizes that food insecurity is both an immediate crisis and a systemic challenge, requiring coordinated relief, education, and advocacy.
Xodus III CDC also partners with nonprofit, faith-based, civic, and private-sector organizations across the region to advance initiatives that generate positive economic impact, expand affordable housing opportunities, and strengthen community infrastructure in Norfolk.

Our Vision
Xodus III CDC envisions strong, vibrant, and resilient communities where individuals and families are empowered to thrive socially, economically, and spiritually. We seek a Norfolk where economic development, educational training, housing assistance, health promotion, and social services work together to uplift the whole person and strengthen the common good.
We are committed to honoring the dignity of every individual we serve. We do this by listening with compassion, responding with respect, and providing equitable access to resources and referrals. We recognize that for some, food pantry assistance is a long-term necessity, while for others it is a temporary support during a season of transition. In every case, our goal is to reduce barriers, restore stability, and promote pathways toward independence.
Our vision is a community where no resident suffers from hunger or malnutrition, where nutritious food is accessible to all, and where neighbors, organizations, and institutions work together to create a healthier, more equitable Norfolk.

GOALS
Our Goals
To advance our mission and fulfill our vision, Xodus III CDC focuses on the following programmatic and organizational goals:
· Develop and sustain innovative public–private partnerships that maximize community resources, strengthen service delivery, and increase measurable community impact.
· Implement a holistic service model that integrates food assistance, education, referrals, and supportive services to move individuals and families toward self-sufficiency.
· Improve community health and well-being through regular food bank distribution, nutrition education, and weekend food programs that address childhood hunger in local schools.
· Support youth development by providing safe, structured environments that foster life skills, self-esteem, leadership development, and strong family and community connections.
· Assist returning citizens by facilitating access to housing support, transportation resources, and substance abuse recovery services for individuals transitioning from incarceration.
· Provide trauma-informed support and resources for survivors of domestic violence, including support groups, referrals, and recovery-focused education.
